The ultimate authority and emperor of Koto, the tenno, is Toda Shunmyo. A human of 57 years of age. Toda is known to be a wise and thoughtful leader, that values tradition but welcomes change.
Very little is known about the tenno outside of that. But still, the citizens of Koto, or most of them, hold greatest respect for him.

Hamaro Isakage
Hamaro Isakage, also known as Hamaro the Vengeful, is the daimyo of the Shihon region. The human male is known to be a proficient politician and masterful warrior. Hamaro has earned great respect among the people of Koto, but is also said to hold grudges easily. He seems to be the most influencial among the daimyos, with others often listening to his judgement and siding with him on many matters.
Hamaro became infamous through Koto from his duel with the legendary Jin Sakari, which Hamaro proceeded to win.

Takemura Yotoshi
Takemura Yotoshi, also known as Takemura the Wise, is the daimyo of the Fyushin region. This old hobgoblin is known to make very careful and thoughtout decisions, that factor in all important facts. He is greatly admired among his people and thought to be a benevolent person with a golden heart.
"The proud do not endure. The greatest of us fall in the end."
Jin Shifuiroh
Jin Shifuiroh, also known as Jin the cautious, is the halfling daimyo of the Kesseki region. He is known to be a very thoughtful and careful decider. Very bent on old traditions, Jin is known to struggle with innovation, often disregarding new ideas and concepts stubbornly.
"Only a child expects perfection of his elders."
Shio Newara
Shio Newara, also known as Shio the Unyielding, is a tiger tabaxi and the daimyo of the Osawagi region. While not as wise as some of the other daimyo, this relatively young ruler is known for his fiery dedication to overcome all challenges.

Musashi Mitoshi
Musashi Mitoshi, also known as Musashi the Merciless, is the daimyo of the Hogo-Sha region. This man is known to achieve what he set his mind to with any means necessary. Viewed by many as somewhat dishonorable, Musashi is certainly efficient about his tasks. Few people oppose his ways, as this effectiveness is very welcome for the ruler of those, that keep Hisoka at bay.

Tsubasa Oda
Tsubasa Oda, also known as Tsubasa the fiery, is the tiefling daimyo of the Tsugi region. He has a knack for socialization, easily mixing in with the crowd due to his easy-going nature. Despite his cheerful attitude, he’s quite the hot-head underneath who does not take well to mockery. Some would even say he undertakes action before thinking about it first.

Hitha Yato
Hitha Yato, known as Hitha the Warden, is the elven daimyo of the Yuga region. Simutanously leader of the Ki Tree guardians, he is a very religious and devout man, that always considers the worth of action and its consequence for the region and the tree itself.

Goha Mikoko
Goha Mikoko, also known as Goha the Steadfast, is the daimyo of the Chisai region. This old dwarf is very experienced, but also has a very stubborn personality. Often thinking of the good of his region before others, his views are hard to change once they have been set.
